I don't understand why it doesn't assign someone right after the PR is opened.

- Code-size exploration update and request for feedback For Tockbot (doubling down on Brad's question), I propose we assign people immediately (currently it only assigns "stale" PRs I believe). Let's vote on it.
- review count requirement for assigned PRs
I'll propose that we allow PRs from Core WG members to be merged with one additional approval _by_ the approver (which should signal strong confidence). Let's discuss why this is probably OK, why it might be useful, and if there is agreement on _something_ I'll do a PR to the relevant rules and that'll be that. These are on queue to merge---for Documentation WG, we agreed that if a member is the author (Brad in both of these cases), it only needs one approval.
